What Do We Offer?
Learn Croatian, a program for foreign nationals with an HZZ voucher
Would you like to learn Croatian and the Latin alphabet to navigate everyday life and work in Croatia more easily?
Empower Edge d.o.o., based in Zagreb, offers the professional “Croatian for foreign nationals” program. It is intended for adult learners who want to master the basics of communication, comprehension, and writing in Croatian quickly and effectively.
The program follows the Common European Framework of Reference for Languages, CEFR, and includes six levels, from beginner level A1 to advanced level C1.
Program levels
A1, beginner level, 140 hours
Learning the basics of the language and alphabet, basic phrases, and everyday expressions.
A2, elementary level, 140 hours
Simple communication in unfamiliar situations, introducing yourself, and describing people, objects, and situations.
B1, intermediate level, 140 hours
Understanding basic sentences and expressing yourself in simple terms.
B1+, upper intermediate level, 140 hours
Independent communication and describing experiences, surroundings, and interests.
B2, advanced intermediate level, 140 hours
Active participation in conversations and writing texts about familiar topics.
C1, advanced level, 140 hours
Fluent communication, understanding complex texts, and professional communication.
Certificates and program benefits
After completing the program, participants take a final exam and receive:
- A certificate confirming completion of the “Croatian for foreign nationals” program.
- A certificate confirming successful completion of the Croatian language and Latin alphabet proficiency exam, required when applying for permanent residence in the Republic of Croatia.
What do we offer?
Study with an HZZ voucher, free education for participants
The HZZ voucher allows employed and unemployed individuals to attend educational programs free of charge and develop knowledge and skills required in the labor market.
The voucher covers the full cost of the program. Participants pay nothing.
Who is eligible for the voucher?
- Employed individuals who want to improve their skills.
- Unemployed individuals registered with the Croatian Employment Service.
- Foreign nationals with regulated residence status in the Republic of Croatia.
How to obtain an HZZ voucher
- Choose the “Croatian for foreign nationals” program at Empower Edge d.o.o.
- Submit your voucher application through the HZZ system on e-Građani.
- After the voucher is approved, you enroll in the program without paying tuition fees.
Enrollment requirements
The program is open to all foreign nationals with regulated residence status in the Republic of Croatia, including temporary or permanent residence, in accordance with the Foreigners Act, Official Gazette 79/07 and subsequent amendments.
During enrollment, participants complete an initial language assessment to determine the appropriate language level.
