Learn Croatian – Language Program for Foreigners (with HZZ Voucher)
Would you like to learn the Croatian language and Latin script to help you better adapt to life and work in Croatia? Empower Edge d.o.o. from Zagreb offers a professional program — “Croatian Language for Foreigners”, designed for adults who wish to quickly and effectively master the basics of communication, comprehension, and writing in Croatian. The program follows the Common European Framework of Reference for Languages (CEFR) and is organized into six levels – from beginner (A1) to advanced (C1).

Program Levels
A1 – Beginner (140 hours)
Learn the basics of the Croatian language and alphabet, common phrases, and everyday expressions.
A2 – Elementary (140 hours)
Simple communication in basic situations, self-introduction, and description.
B1 – Intermediate (140 hours)
Understanding simple sentences and expressing yourself in basic situations.
B1+ – Upper Intermediate (140 hours)
Independent expression, describing experiences, surroundings, and interests.
B2 – Upper Intermediate Advanced (140 hours)
Active participation in conversations and writing texts on familiar topics.
C1 – Advanced (140 hours)
Fluent communication, understanding complex texts, and professional interaction.
Certificates and Benefits
Upon successful completion of the program, participants take a final exam and receive:
Certificate of Completion – “Croatian Language for Foreigners”
Certificate of Proficiency in the Croatian Language and Latin Script, required for applying for permanent residence in the Republic of Croatia.
What We Offer
Study with an HZZ Voucher – Free Education for Participants!
The HZZ Voucher allows employed and unemployed individuals to attend approved educational programs free of charge, developing skills and competencies in demand on the labor market. The voucher fully covers all educational costs – participants do not pay any tuition fees.

Employed individuals who wish to improve their skills
Unemployed persons registered with the HZZ
Foreign nationals with regulated residence in Croatia
How to Apply for an HZZ Voucher?
Choose the program “Croatian Language for Foreigners” at Empower Edge d.o.o.
Submit your application for a voucher through the HZZ e-Citizens (e-Građani) system. HZZ – e-Građani.
Once approved, you can enroll in the program free of charge.
Enrollment Requirements
The program is open to all foreign nationals with regulated residence in the Republic of Croatia (temporary or permanent), in accordance with the Aliens Act (NN 79/07 and subsequent amendments). Before enrollment, participants take an initial placement test to determine the appropriate language level.
